Angus Lane Water Reservoir Project

Owner: Tri City Water & Sanitary

Engineer: MIDEA Development, LLC

Contract Amount: $1,918,828

Year: 2026

TSC Project Team:

Chris Dunmire, Project Manager

Katelyn Stirewalt, Assistant Project Manager

Glen Whitney, General Superintendent

Chris Berhorst, Tank Superintendent

TSC crews are constructing a new 250,000-gallon bolted glass-fused-to-steel water reservoir system, complete with reinforced concrete foundation and all appurtenances. This new tank will significantly expand storage capacity for the community, which is currently served by an existing 87,000-gallon tank.

Tank Design & Site Preparation: The tank and foundation designs are being developed in close collaboration with the Engineer, Owner, and Geotechnical Engineer to ensure safety and performance. Site excavation requires an approximately 48-foot cut and will be completed in three distinct phases (roughly one-third of the total excavation per phase). This phased approach—planned into the bid, schedule, and phasing plan—minimizes risk for all parties by allowing real-time evaluation of subsurface conditions as work progresses, even though a full geotechnical report has been completed.

Water Transmission & Tank Connections Approximately 1,950 lineal feet of 8-inch water line (C900 PVC and Class 50 Ductile Iron) will be installed from the existing distribution system at October Drive, following the water tank access road to the new reservoir. Work also includes:

  • Tank inlet/outlet piping and appurtenances with a new valve vault
  • Overflow and drainage piping, including new site and tank foundation drains routed to a new drainage manhole and apron

Electrical Power Service New electrical service will be provided at the tank site, including approximately 1,300 feet of 3-inch conduit, 2–3 pull boxes, wiring, a new pad-mounted transformer, power meter, and all necessary connections as shown on the electrical drawings and in accordance with Pacific Power & Light requirements.

Access Road & Storm Drainage Improvements: The existing earth-and-gravel access road will be improved, along with a new roadway section near the tank site. All water and electrical conduit will be installed within the road prism. A 25-foot easement has been secured for construction and permanent infrastructure. Storm drainage upgrades include newly formed ditch lines, catch basins, storm drain pipe, and culverts where indicated on the drawings.

This comprehensive project will deliver reliable, expanded water storage and supporting infrastructure while prioritizing safety, constructability, and long-term performance for the community.
